Algorithmic decision-making has seen an unprecedented increase in popularity and increasingly played a role in the detection of social security fraud. Dutch governmental organisations are increasingly turning to the systems for the purpose of increasing their captivity and efficiency to detect and predict various forms of fraud related to the provision of welfare benefits. The use of algorithms has received attention from the public. The attention has been the result of the increasing combination of algorithmic systems with forms of artificial intelligence, and a growing amount of scandals involving algorithmic decision-making. The current and ever-evolving climate surrounding the use of algorithms in the context of fraud detection systems in the Netherlands makes it interesting to consider the risks of using such systems, and the potential human rights implications of their use.
